Assessing the effects of experience rating in Ontario

Ontario's Workplace Safety and Insurance Board (WSIB) supports numerous claims-reporting and management programs, as well as incentive, educational and training programs, with the aim of preventing work-related injury and illness. The New Experimental Experience Rating Program (NEER) is one such employer incentive program that applies to organizations that pay more than $25,000 in premiums and are in a non-construction rate group. The NEER program has been in existence for over a decade .

The Institute for Work & Health carried out a study to assess the effects of experience rating in Ontario. Case studies in three economic sectors (health care, transportation and manufacturing) were carried out to understand whether the NEER program was achieving its intended results: motivating positive workplace health and safety practices that result in improved outcomes. The results of this study are included in this detailed report.
